Jason D. Luebbers is an associate in the Firm’s municipal law practice group. He assists in advising public agencies in the areas of public agency law, transportation law, and public procurements, contracting, and compliance matters.

Mr. Luebbers advises public transit agencies and public bodies on procurement, municipal governance, and federally funded infrastructure projects.  He has vast experience advising public agency leadership, boards, and staff, with deep experience translating statutory and regulatory requirements into practical, defensible legal guidance, throughout Southern California.

 

Prior to joining Woodruff & Smart, Mr. Luebbers practiced public transportation law with the Federal Transit Administration (FTA), where he worked directly with public agencies and their contractors to build transportation infrastructure using Federal funds. Before joining FTA in 2018, Mr. Luebbers provided in-house counsel for the Central Ohio Transit Authority, where he advised on procurement, contracting, compliance, municipal governance, and litigation.

 

Mr. Luebbers graduated from Ohio State University with a B.A. in Economics and Psychology and earned his Juris Doctor from Ohio State University’s Moritz College of Law. While in law school, Mr. Luebbers served on the Business Law Journal and served as a Certified Legal Extern with the Civil Law Clinic, where he advised on public records litigation and landlord-tenant matters.

Professional Activities

Mr. Luebbers is a member of the Orange County Bar Association. He is admitted to practice in California and Ohio.
